How it done .......
First of all one must have some back ground data on the keyran empire ..a multi dimensional insteller empire ...( think a combination of star gate and sliders  and you gets the idea ) ....ie those capabilities ...
Culturely though they are more like a combination of varied city states ..with guardian hordes ..with the ruleing power being with the hordes ....ran some what seperately from the actual city state colonies .....the city states are relitively left to their own devices .......
But the hordes is the part of getting new territory ..patroling the borders, repelling enemies ..as well as establishing colonies ...which are again supported for the most part by the city states ......

With access to many worlds and many universe ....( ie access to alot of varied technology and genetic material ) ...the Keyran empire is a force to be rechened with ...but its also like a sleeping giant ........

Well as to the nature of the military colonies ...( their tend to be alot of them ) and of varied classes ...
